It is the University's policy to provide academic references wherever practicable. However, this might not always be possible beyond 18 months from the end of your studies.
The most appropriate person to write such a reference will usually be your personal tutor (for undergraduate and postgraduate taught degrees) or your research supervisor (for research degrees).
